Background:

7amleh - The Arab Center for the Advancement of Social Media is a non-profit, non-governmental organization that aims to empower the Palestinian and Arab civil society in digital advocacy by building professional capabilities, defending digital rights, and creating effective media campaigns.

Currently, 7amleh is undertaking a strategic initiative aimed at enhancing its visibility and media presence and overall impact. To enhance our media presence, influence, and ensure effective communication, 7amleh seeks the expertise of a Media Strategist. This consultancy will focus on evaluating our current media practices, developing a robust media strategy, creating media guidelines, and preparing for potential crises.

The purpose of this consultancy is to assess 7amleh’s current media landscape, devise a comprehensive media strategy, establish clear media guidelines, and develop a crisis communication plan to safeguard the organization's reputation.

This Terms of Reference (ToR) document invites qualified Media Strategists to submit proposals that showcase their expertise, experience, and methodologies for meeting our specific needs.

Objectives:

  1. Media Audits
    - Assess 7amleh’s current media presence, including social media channels, websites, and other communication platforms.
    - Identify strengths, weaknesses, and opportunities to improve media engagement and outreach.

  2. Media Strategy
    - Create a comprehensive media strategy aligned with 7amleh’s mission, goals, and target audience.
    - Define key messages, target audience, and optimal channels to enhance visibility and influence.
    - Set measurable objectives focused on raising awareness, engagement, and support for 7amleh’s causes.

  3. Media guidelines
    - Develop clear and practical guidelines to ensure consistency in messaging and media engagement across all platforms and communication efforts.

  4. Crisis Communication
    - Develop and implement a crisis communication plan to handle any negative publicity or unexpected events.
    - Provide strategies to quickly manage and mitigate any potential damage to 7amleh’s reputation.

Scope of Work:

  1. Conduct a thorough media audit of all current communication platforms, including social media, websites, and other relevant channels.

  2. Develop a comprehensive media strategy document, including key messages, target audiences, and channel-specific strategies.

  3. Draft media guidelines that ensure consistent and effective messaging.

  4. Create a detailed crisis communication plan to address potential threats to the organization’s reputation.

Deliverables, Duration and Timeline:
The consultancy will be for three months starting October,  with the following key deliverables:

  1. Media audit report with findings and recommendations

  2. A comprehensive media strategy document.

  3. Media guidelines manual for consistent messaging.

  4. Crisis communication plan, including detailed steps for crisis management.

Required Qualifications:

  1. Minimum of 10 years’ proven experience in media development and strategic building, preferably in the Civil Society Sector.

  2. Strong understanding of digital rights issues and the Palestinian context.

  3. Excellent writing, communication, and crisis management skills.

  4. Ability to work under tight deadlines and deliver high-quality results.

  5. Minimum of Master’s degree or equivalent in Media or Journalism studies.

  6. Proficiency in both Arabic and English, with excellent written and verbal communication skills.

Reporting and Communication:
The consultant will report directly to the Communications Lead of 7amleh and provide regular updates. A final presentation of the strategy and associated plans will be delivered to the Executive Team.

Proposals should include a detailed cover letter, CV highlighting relevant experience and qualifications, and a comprehensive proposal outlining methodologies and approaches for addressing the objectives outlined in this ToR. Late submissions will not be considered.
