About 7amleh

7amleh – The Arab Center for the Advancement of Social Media – is a non-profit organization dedicated to advocating for Palestinian digital rights. We work to create a safe, fair, and free digital space for Palestinians by monitoring and researching issues related to digital rights, providing digital security and advocacy, building the capacity of civil society, and leading both local and international advocacy campaigns.

 

Position Overview

7amleh is seeking a MEAL Consultant to support monitoring, evaluation, accountability, and learning across the organization's programmes and initiatives focused on digital safety and digital rights awareness.

This consultancy role leads and supports monitoring, evaluation, accountability, and learning (MEAL) processes, working closely with programmes and management teams to generate evidence, strengthen implementation, and support continuous learning.
The role focuses on practical and proportionate MEAL, suited to advocacy, awareness, and community-based programmes.

 

Key Responsibilities

  • Develop and support a practical organizational MEAL framework and plans aligned with 7amleh's strategic objectives.

  • Design, adapt, and support data collection tools and systems used across teams (e.g., surveys, tracking tools, feedback mechanisms)

  • Monitor 7amleh's activities and performance against agreed outputs, outcomes, indicators, and learning priorities.

  • Ensure data quality and conduct fundamental quantitative and qualitative analysis to support decision-making.

  • Support the articulation and use of theories of change and learning questions to guide measurement and reflection

  • Support learning activities and light assessments as needed

  • Contribute to MEAL sections in reports and provide action-oriented recommendations

  • Support 7amleh-wide accountability and feedback mechanisms, in line with ethical and safeguarding standards

  • Support teams in strengthening MEAL practices and data use across 7amleh

 

Requirements

  • Demonstrated experience in MEAL, monitoring and evaluation, or applied research in programme-based settings

  • Experience working with community-based and civil society programmes

  • Ability to work with both quantitative and qualitative data

  • Strong analytical, reporting, and communication skills
    Commitment to ethical, rights-based, and safeguarding principles

  • Full professional proficiency in Arabic and English (reading, writing, and speaking)

  • Consultancy basis

  • Scope and duration to be agreed based on 7amleh's needs
