Background:
7amleh - The Arab Center for the Advancement of Social Media is a non-profit, non-governmental organization that aims to empower the Palestinian and Arab civil society in digital advocacy by building professional capabilities, defending digital rights, and creating effective media campaigns.
Currently, 7amleh is launching a strategic initiative to enhance its Human Resources (HR) management practices in alignment with international standards. As part of this endeavor, we are seeking an experienced Human Resource consultant to provide specialized expertise, guidance, and support in assessing our current HR landscape and formulating a roadmap for improvement.
Recognizing the pivotal role that effective HR management plays in organizational success, 7amleh is committed to fostering a positive and productive work environment. Through collaboration with an external consultant, we aim to leverage best practices and innovative approaches to optimize HR functions, streamline processes, and enhance overall organizational performance.
This Terms of Reference (ToR) document invites qualified HR consulting professionals to submit proposals that demonstrate their capabilities, experience, and methodologies for addressing our specific needs.
Objectives:
Review, analyze and update current organizational HR structure.
Develop current HR policies and procedures manual based on needs of 7amleh’s staff, administration and best international standards.
Introduce a feasible HR system that will streamline the HR administrative tasks and serve as a dashboard for HR management goals and objectives.
Provide training and capacity-building for 7amleh’s staff to enhance their skills, knowledge, and effectiveness in HR.
Scope of responsibilities:
Responsibilities will include, but not be limited to the following:
1. Analyze current structure, make recommendations for improvement based on 7amleh’s needs.
Conduct initial assessment including:
Desk audit, one on one interviews with selected administration and staff members, revision of ToRs, contract template, performance evaluation template, pay scale, vacations etc…
Produce a concise gap analysis report with recommendations aligned with international standards and based on organizational needs;
2. Develop and upgrade 7amleh’s HR policies and procedures:
Collaborate with key stakeholders to update and refine 7amleh's HR policies and procedures manual.
Ensure alignment with the specific needs of 7amleh's staff and administration, as well as best international standards and practices.
Incorporate feedback from staff and administration to create policies that promote fairness, transparency, and efficiency in HR management.
3. Implementation of a Feasible HR System:
Introduce several options for HR systems feasible for 7amleh’s organizational structure that can streamline administrative tasks and serve as a dashboard for tracking HR management goals and objectives.
Customize the HR system to meet the unique requirements of 7amleh, ensuring ease of use and compatibility with existing organizational processes.
4. Training and Capacity Building:
Design and deliver training session(s) tailored to the specific needs of 7amleh's staff to enhance their skills, knowledge, and effectiveness in HR management.
Expected Deliverables:
1. HR Structure Analysis Report:
Assessment report on current HR structure with actionable improvement recommendations.
2. Updated HR Policies and Procedures Manual:
Revised manual reflecting international standards and staff needs, incorporating feedback.
3. HR System Recommendations:
Presentation of feasible HR system options with customization plans.
4. Training Materials and Sessions:
Tailored training sessions and materials for staff skill enhancement.
5. Final Documentation and Recommendations Report:
Comprehensive report including analysis, manual, system recommendations, and implementation steps.
Required Qualifications:
Minimum of Master’s degree or equivalent in Human Resources Management, Business, or Development
Minimum of 7 years’ experience in Human Resources positions, preferably in the Civil Society Sector.
Timeline:
15 May 2024 – 31 July 2024 (Timeline for specific deliverables to be further discussed)

Proposals should include a detailed cover letter, CV highlighting relevant experience and qualifications, and a comprehensive proposal outlining methodologies and approaches for addressing the objectives outlined in this ToR. Late submissions will not be considered.
